Since you neither know how the primary source had created and handled the different line breaks before exporting content to a pdf-file nor with what software the pdf was created, you won't get beyond that. I don't know any specifications for pdf, but from my experience I can tell you that it seems to never distinguish the mentioned three kinds of line switching.
